ScotFest

Cardano is heading into the age of Voltaire, advancing the foundations for decentralized decision-making and on the 18th November, 2022 CIP-1694 was published. It describes a minimum-viable governance (MVG) that builds on the core pillars of participatory governance: constitutional representation, institutions, and democratic consent. CIP-1694 builds on and extends the original Cardano governance scheme that was based on a fixed number of governance keys. It aims to provide a first step that is both valuable and, importantly, is also technically achievable in the near term as part of the proposed Voltaire governance system. CIP-1694 is a framework for an MVG that fully unlocks the Cardano community’s contributions to create a self-sustaining system.

It also seeks to act as a jumping-off point for continuing community input, including on appropriate threshold settings and other on-chain settings.

CIP-1694 Published

The whole Cardano community will be rallying around Voltaire this year. The age of Voltaire is all about governance, fully unlocking the community’s contributions to create an autonomous system.

Input Output Global (IOG), the Cardano Foundation, and EMURGO hosted a community workshop to capture input and take full advantage of the Cardano community’s incredible hive mind as we collaborate on moving CIP-1694 toward community validation and implementation.

The event was the kickoff to a broader program of community governance events planned for 2023, and there was representation from across the community - from educators to developers, SPOs to academics. Topics covered enhancing participation, DReps, voting thresholds, community tooling, and much more, drilling down into the current CIP and capturing all the feedback.

In March 2023, based on the community feedback from the first CIP-1694 workshop in Colorado, the following additions were published:

CIP-1694 March Update

In April 2023, a grant program opened up to support community-led workshops on CIP-1694 across May, June, and July 2023. The global community events are punctuated by three workshops held in Zug, Switzerland, Tokyo, Japan, and Edinburgh, Scotland during June and July co-hosted by the Cardano Foundation, EMURGO and IOG. Edinburgh's event in July wrapped up the year's workshops and bookend CIP-1694 design.

CIP-1694 Global Workshop Series Announced

Following on from the launch of a global workshop grant fund, IOG, EMURGO and the Cardano Foundation announced the successful applicants to run a workshop to discuss CIP-1694. Nearly 100 quality and diverse applications from around the world were received. Submissions from North America, LATAM, and Africa made up over 80% of all applications, evidencing the strength of Cardano’s roots and interest in the future of on-chain governance. Over the course of the community-led workshops, 50 events took place with over 1,000 attendees participating.

CIP-1694 Global Community Workshops

In early May 2023, further changes were made to CIP-1694 based on feedback from the global community workshops. These include:

 <li>new protocol parameter - minimum const committee size</li>
 <li>new protocol parameter - max const committee term limit</li>
 <li>individual Constitutional Committee (CC) member term limits with a rotational schedule</li>
 <li>enter no-confidence if too many CC members are expired</li>
 <li>Constitutional Committee can not ever vote on a new committee</li>
 <li>Interim Constitutional Committee with short term limits for bootstrap phase</li>
</ul>

CIP-1694 early May Update

In mid May 2023, there were further tweaks to the design of CIP-1694 based on community engagement in Github and elsewhere. Notably, this included:
<ul>
 <li>Moving content around from the specification and the implementation plan.</li>
 <li>added a out-of-scope section</li>
 <li>made the "tau prime" idea more explicit in the TODO</li>
</ul>

CIP-1694 mid May Update

At the beginning of June 2023, one of the long-awaited CIP-1694 workshops took place at CV Labs in Zug, Switzerland. Blockchain enthusiasts, Cardano community members, and representatives from leading financial institutions joined representatives from the Cardano Foundation, IOG, and EMURGO to engage in exciting discussions and conversations around key topics of CIP-1694 and the age of Voltaire.

In the middle of June 2023, EMURGO hosted and concluded the much anticipated CIP-1694 workshop in Tokyo, with support from IOG, the Cardano Foundation, and key Cardano community stakeholders in the APAC region.

The attendees discussed governance and what the future of Cardano on-chain governance might hold as the Cardano ecosystem is led by the hands of its diverse community.

In the middle of July 2023, culminating six months of global workshops that reached thousands of Cardano community members, CIP-1694 spokespersons from around the globe gathered in Edinburgh, Scotland for three days to advance minimum viable governance (MVG). The community diligently worked on CIP-1694 for two days of engaging discussions and diverse perspectives, then, on the third day, a Wallet & Tooling Hackathon was held for CIP-95 which will empower the community to engage in governance actions through their personal wallet.

Intersect is a key institution for the ecosystem, bringing together companies, developers, individuals and other ecosystem participants ensuring the continuity of Cardano ecosystem and driving the vision for Cardano.

Maintaining Cardano’s core technology and developing a roadmap for the future attracts a diverse group of stakeholders. As a natural aggregation point—a Cardano town square—Intersect empowers inclusive accountability for all participants in the ecosystem. Made up of a distributed group of participants, including the foremost experts on Cardano and current ecosystem contributors, Intersect will facilitate healthy discussions and sound decision making amongst its members, and the community at large, to uncover pain points, while championing successes.

Intersect Launched

Central to the governance journey is the technology that will empower contribution and community consensus, and the first iteration of SanchoNet is now live as the evolving technical testbed for CIP-1694’s on-chain governance actions. In mid July, SanchoNet was announced to community leaders in Edinburgh as a new playground for the Cardano community to experience CIP-1694 in a controlled testnet environment. SanchoNet will follow an independent development trajectory scoped from a technical, rather than final, governance perspective. To get involved and learn more

Rare Evo is a blockchain event for multi-chain projects, communities, industry leaders, and more, takes place from Aug 24-26, 2023, in Denver, Colorado, USA. Pioneer entities IOG, EMURGO, and the Cardano Foundation, celebrate the continued advancement of Cardano governance with CIP-1694, SanchoNet, and the launch of Intersect.

As Intersect continues to build out, committees and working groups will form and become the pulse and stimulus to everything that Cardano can achieve. One of the first committees at Intersect, Open Source has launched. Pat Sheridan, co-founder and CEO of Modus Create, will be the interim Chair to support the early bootstrapping of this vital workstream for Cardano. The first committee meeting discussed utilizing effective Open Source Program Office models (OSPO) for Intersect and drafting a Terms of Reference (ToR) for future committee meetings.

Open Source Committee Launched

In mid August, a new dedicated documentation hub has been released to detail how ada-holders can get involved in testing. This includes new governance roles, such as future delegate representatives (DReps), will be available to the community to experience and weigh in on the advancement of participatory governance. SanchoNet enables developing and testing governance features collaboratively.

SanchoNet will evolve from a testnet into a collaborative platform where ideas become reality and contributions enrich the ecosystem, fostering fully decentralized decision-making.

In Q4 of 2023, the new Cardano Civics Committee (CCC) will be kicked off. The CCC is an advisory committee designed to facilitate off-chain discussions and advise the community on governance proposals; support the Constitutional Committee; oversee the governance process to ensure fairness and transparency; and much more. In the near-term, the CCC will facilitate the consultation period for the Constitution.

Towards the end of 2023, the core Cardano open-source repos migrated to Intersect. The Technical Steering Committee, alongside the Open Source Committee, will define standards, best practices, and processes for contributions and effective repository management. In December 2023, the community participated in non-binding polls on our shared progress toward decentralized governance, as described in CIP1694. The <a href="https://www.intersectmbo.org/news/cip-1694-progress-update">results</a> strongly endorsed the progress made in 2023 towards minimum viable on-chain governance and are a positive sign of consent from a representative sample of the broader community. The feedback obtained will help inform and encourage the ongoing work across all the teams and community members working on governance for Cardano, bringing us closer to the next stages of Cardano’s fully decentralized system. Intersect member Xerberus also conducted an independent <a href="https://home.xerberus.io/blog/entering-the-age-of-cardano-s-network-state-the-cip-1694-vote">audit</a> of the results, noting a ‘virtually unanimous agreement on the continuation of the Voltaire phase, underscoring a collective desire for a decentralized future.’

In Q1-24, the Cardano Product Working Groups will have representation at Intersect through committees and others. As Intersect members, the working groups will start prioritizing features and backlogs for Cardano in 2024 and beyond - moved from Q4-23.

Voltaire’s developmental roadmap has prioritized governance tooling in an effort to create greater efficiencies and provide new avenues for community involvement in promoting Cardano’s ongoing advancement. The Voltaire GovTool will enable ADA holders to register to become a Delegated Representative (DRep), delegate voting power to DReps, and review and vote on governance actions.

In early 2024, the consultation period for the Constitution will begin to accelerate. Led by the Cardano Civics Committee (CCC) at Intersect, the initial consultation period will last upwards of 12 months and will include many workshops giving opportunity for Cardano's global community to have their voice heard and input recorded.

The Interim Constitution will be published in Q1-24, providing a framework for the Constitutional Committee to operate stably and effectively during the bootstrapping phase. The publication of the Interim Constitution will also mark the start of a global consultation period on the Constitution.

Interim Constitutional Committee Announced

The Intersect team made a resounding impact at the Teamz Web3 and AI Summit 2024 in Japan. With over 5,000 attendees, we had the opportunity to present to community members and host a keynote speech from our Head of Marketing, Jack Briggs. Our participation resulted in a substantial increase of over 110 new members and brought significant growth to our social media traffic and following. TEAMZ WEB3 / AI SUMMIT 2024 - Japan

Our open-source program office, technical, and community reps were actively engaged in Toulouse for Cardano Buidler Fest 2024. This two-day event, organized by Arnaud Bailley of IOG and Matthias Benkort of the Cardano Foundation, provided a unique platform for us to connect with over 100 Cardano developers, long-term builders, and others, further strengthening our ties with the community. Consensus is the world's largest, longest-running, and most influential gathering that brings together all sides of the cryptocurrency, blockchain, and Web3 community, and Intersect will be a part of it. The DRep Pioneer Program is designed to support the cohort's effective participation in the governance process. It will consist of multiple workshops led by Intersect members, covering a variety of topics, including the DRep role, code of conduct, why delegation, how to become a DRep, DRep rewards, how to engage with the community, and DReps and the future for Governance.

DRep Pioneer Program Launched

A report that takes a detailed look into the state of Cardano “Continuity” as defined as any approved technical services needed to build or fix current and future areas of the Cardano Blockchain. Continuity in this definition can include new developments, such as the CIP-1694 governance software, components upgrades, or testing improvements.

The core governance tools, which include the Govtool and the Constitutional Committee Portal, will be production-ready for the mainnet. The GovTool is currently available on the SanchoNet and enables ada holders to test registering to become a Delegated Representative (DRep), delegate voting power to DReps, and review and vote on governance action. Core Governance Tools Mainnet Launch

Cardano’s primary goal is to build autonomous systems that can be utilized to enable positive world changes. Already, Cardano has built a reference library of smart contracts covering many use cases. Partnering with members, Intersect will use its financial and human resources to provide the community with the support needed for new and existing utility projects to thrive.

Commercial Adoption Working Group

The Chang upgrade is the culmination of many years of hard work, including all the community participation that has taken place on SanchoNet. This moment represents a significant step towards minimum viable on-chain governance as defined in CIP-1694. Should stake pools upgrade their nodes to support the new protocol, Cardano will have moved from the Basho era into the Voltaire Era, creating a self-sustaining blockchain and trailblazing the way forward for the industry.

The first of two upgrades (or hard forks), will deploy governance features to Cardano and enter the interim (or bootstrap phase) as described in CIP-1694

Chang Upgrade #1

Starting in 2024, as part of the community consultation for Cardano's Constitution, a global series of workshops will be announced to discuss and debate Cardano's Constitution. Facilitated by the Cardano Civics Committee at Intersect, the workshops will feed into the Constitutional Convention later in 2024.

Constitution Global Workshop Series

After the Chang Hard fork, Cardano enters the bootstrap phase. During this phase, there is a period of stability as we transition to a new governance system. DReps will have the opportunity to campaign for delegation and build up capabilities.

The bootstrap phase ends when a given number of epochs has elapsed, as specified in the next ledger era configuration file.

Rare Evo is a prestigious blockchain convention held at the Caesars Palace, Las Vegas, where multi-chain projects, communities, industry leaders, investors, and enthusiasts gather to network, educate, and celebrate around the theme of interoperability and the convergence of traditional industry with Web3 technology. Intersect will be attending several of the events during Rare Evo. Intersect will be supporting with a large presence and governance workshops. RAREEVO Event (Las Vegas)

Cardano’s biggest strength is the community's diversity, collectively seeking to make positive changes in the world through on-chain governance. All must have a say and have an opportunity to participate. As such, we’re launching regional-specific community hubs where local communities can congregate and put forward ideas that are relevant to them. More on this is coming, so watch this space.

Launched two Community Hubs

The second upgrade (or intra-era hardfork) moves CIP-1694 out of the interim (or bootstrap phase) and into full minimum viable on-chain governance as described in CIP-1694. Cardano will have now fully deployed the governance design, as approved by the community.

The first Annual Members Meeting for Intersect will take place in Q4 2024. This will become an annual members-only event for years to come. The inaugural event will take place in Japan with the option to participate virtually. Members will consider the 2025 Cardano budget, participate in workshops and events covering the previous year's developments and going over our 2025 plans for approval. There is much more on this to come, so watch this space!

Annual Member Meeting (AMM)

The Constitutional Convention will take place in Buenos Aires, Argentina, where the global constitution workshops' selected delegates will convene, with the aim to ratify a final version of the constitution before heading on-chain for confirmation. This collaborative process of decision-making aims not only to influence the trajectory of Cardano but also to exemplify the practical execution of decentralized governance by collectively agreeing on the content of Cardano’s Constitution.

Constitutional Convention

The Steering Layer within Intersect is pivotal in strategic decision-making and ecosystem development. This layer directly allows the community to help drive the future of Cardano. There will be seven committees steering the seven core functions at Intersect, comprising the Membership and Community Committee, Technical Steering Committee, Open Source Committee, Parameter Committee, Vision Committee, Budget Committee, and Cardano Civics Committee.

Steering Committees Operational

Governance tooling is owned and maintained by the community. With community approval, Intersect, through its committees and working groups, will play an important role in hosting and maintaining these governance tools through active community involvement. The community will be able to contribute to these governance tools by maintaining and improving existing features and pillars, creating new features or entirely new areas either by themselves or supported by awards and grants facilitated by Intersect.

Core Governance Tools fully decentralized

Towards the end of 2024 and into early 2025, coming out of the Constitutional Convention, V1 of the Constitution will be put forward as a Governance Action using CIP-1694. Ada-holders will have the opportunity to ratify a new Constitution and move Cardano past the bootstrapping phase.
