Welcome to Intersect’s Development Update #73.  This week marks a significant milestone as the first Treasury Withdrawal proposals administered by Intersect have successfully passed the 67% DRep supermajority. Alongside this governance breakthrough, members are invited to share their perspectives as part of our budget retrospective, and preparations are underway for September’s Board elections and October’s full committee elections. We’re also gearing up for Rare Evo in Las Vegas with talks, workshops, and community activities.

Treasury Withdrawals: First Intersect administered proposals pass 67%!

Treasury withdrawals are no longer theoretical; they’re live on-chain, and the first results are in. At the time of writing, at least two proposals, from IOG and Midgard, have successfully passed the required 67% DRep supermajority and ICC thresholds. We want to extend our warmest congratulations to the teams behind the proposals.

Voting remains open for all proposals submitted and administered by Intersect until the end of Epoch 576 (August 17, 2025). With many more proposals approaching the threshold, we’re excited to see DRep participation increasing over time and want to thank all DReps who have taken the time to review and vote. The only way decentralized governance works is through engagement and participation. Members are encouraged to connect with their DReps, check voting activity, and ensure their voices are represented. You can find your DRep via the GovTool DRep Directory.

As Budget Administrator, Intersect facilitates the process by coordinating milestone reporting, conducting delivery assurance checks, and supporting brilliant contract execution. The 2026 budget process begins with community insight. The Budget Committee has launched the Intersect Member Survey to gather perspectives on budgeting, governance, and Intersect’s role in the Cardano ecosystem.

  • Who can participate: All Intersect members, regardless of membership type
    Survey period: August 1 – 22, 2025
  • Estimated time: ~8 minutes

Your feedback will help guide Intersect’s approach to broader ecosystem budgeting and strategic priorities for the year ahead.

Intersect election season: September–October 2025

This September and October mark a significant milestone for Intersect and Cardano governance. Members will have the chance to directly shape leadership through elections for both the Board of Directors and all standing committees.



Board Elections (September): Four member seats are open following the expansion of the Board to seven directors. Applications run Sept 1–12, with voting Sept 15–26. Results will be announced at the end of the month. The Board sets strategic direction, oversees performance, and safeguards Intersect’s mission.



Committee Elections (October): For the first time, every committee seat will be filled by elected members. Applications run Oct 1–15, with voting Oct 17–29 and results on Nov 3. Committees advise on technical development, budget oversight, security, and community growth.

Voting eligibility:

  • Board elections: Paid membership for at least 6 months before 15 September 2025 (noon UTC), or successful verification.

  • Committee elections: Paid membership for at least 3 months before 16 October 2025 (noon UTC), or successful verification.

These elections are not just procedural; they embody Cardano’s commitment to proper community governance. Every vote helps define Cardano’s technical roadmap, ecosystem growth, and governance evolution.

Enterprise forum: Web3 in focus – Session 2

Badges and NFTs

Over the past few months, we’ve quietly rolled out a new way to recognize and celebrate the many roles that make Intersect thrive. In the next few days, members will be able to mint NFTs for any badge they have achieved so far, a growing collection that highlights the contributions and milestones of our members.

There are currently 9 unique badges available, reflecting different types of participation and involvement across the ecosystem. These include recognitions for Founding Members, Committee Members, Individual and Enterprise Members, Associates, and more.

Many of you have already started collecting them, and now it’s time to share them with the broader community.

Enterprise membership spotlight: MeshJS

MeshJS, one of Intersect’s Enterprise Members, is a powerful open-source SDK enabling developers to build full-stack Web3 applications on Cardano with speed and flexibility. Built in TypeScript, Mesh provides a robust toolkit of plug-and-play modules for transactions, wallet integrations, smart contract patterns, and multi-provider support, making it ideal for both startups and enterprise teams.

With just a single command (npx meshjs), developers can bootstrap production-ready apps featuring features like NFT minting, multisig flows, staking tools, and more. Mesh also offers seamless integration with Cardano infrastructure providers such as Blockfrost, Koios, Hydra, and Ogmios.

As a community-driven project actively maintained through Project Catalyst and open-source contributions, Mesh continues to play a key role in Cardano’s developer ecosystem, delivering the tools needed to turn innovation into a scalable reality.


The governance tools working group continues to meet weekly to accommodate participants from different time zones. The Cardano Govtool Consortium, supported by the working group, continues to provide context and address questions regarding the budget information action submitted on-chain last week. There is currently positive support for the info action with 2.39B ‘Yes’ votes (equal to over 45%). The governance action will expire next Saturday, August 2nd.

Questions that have been asked so far about the info action are being collected here.

Since the end of June, the contracts to maintain Govtool have expired. Still, the builders who have submitted the info action continue to ensure Govtool remains up and running and address any priority zero issues.

Developer Advocate Program

We are pleased to announce that the application period for the second cohort of Developer Advocates has closed. We are looking forward to reviewing applications and meeting with some candidates. Thanks to the 25+ who have applied to help shape and lead developer growth!

Open Source Office

Our newest podcast is officially live! Catch up with Christian Taylor and Pat Sheridan as they discuss Pat’s history, agency operations, both from a product and a service perspective, also including insights on developer experience, open collaboration, and scaling culture. We’ve recently released an updated version of our Project Maturity tiers for evaluating Intersect projects across three key areas: Documentation, Technical Quality, and Project Health. Projects will be placed into lifecycle tiers like Incubation, Growth, or Mature to help guide support, funding, and community engagement.

This is in progress and project teams are currently reviewing initial results. Final tier placements will be confirmed by the end of August.

We’re excited to announce that the Intersect Growth and Marketing Committee (GMC) is launching an extensive new survey aimed at capturing the diverse voices within the Cardano community.

Whether you’re a stake pool operator, project founder, developer, NFT creator, influencer, or just a passionate member of our ecosystem, we want to hear from you! The survey is split into sections and should take anywhere between 5-15 minutes to complete. Please fill in as much as you can!  

This survey will help us start to build a coherent strategy that truly leverages the decentralized power of our community, identifying key opportunities and strengths that we can leverage and the areas that need addressing the most.
