Intersect development update #92 December 12 2025

As 2025 draws to a close, this marks our final Development Update of the year. We’re pleased to share that Intersect’s 2025 end-of-year report is now published as a downloadable PDF, capturing the key milestones of a transformative year for Cardano. Members can expect a financial report covering our 2025 progress in Q1 2026.
The Plomin upgrade unlocked the final features of on-chain governance, and the delegate-approved constitution was submitted for community consideration. These milestones marked 2025 as a year of transition from foundational setup to full community-driven governance in practice.
We extend our sincere thanks to all members for your engagement, feedback, and collaboration throughout the year. Before we close out the year, though, we’d also like to draw members’ attention to the recently submitted Critical Integrations Budget treasury withdrawal governance action.
The proposal’s accompanying info action was ratified in record time and sets out five priority areas consistently identified by ecosystem teams as essential for Cardano’s next stage of growth: tier-one stablecoin infrastructure, institutional-grade custody and wallets, secure cross-chain bridges, globally recognised pricing oracles, and advanced on-chain analytics. Together, these integrations provide the foundation for a more mature DeFi and real-world asset environment.
The Treasury Withdrawal Governance Action was raised on-chain on December 8, 2025 and will remain open until January 9, 2026. As a treasury withdrawal action, it requires a 67% supermajority to pass from both DReps and the Constitutional Committee.
Members can review the governance action through GovTool, Adastat, or Cardanoscan.
Voting is currently underway on an on-chain governance action to update the Constitutional Committee and restore it to its minimum operational size. We encourage SPOs to cast their vote as soon as possible.
A snap election ran from November 17 to December 5, 2025, during which DReps voted to identify a candidate to fill the vacant seat and return the CC from six to seven members, as outlined in this blog post.
Following the election, the Civics Committee submitted an Update Committee governance action on December 9, 2025, to formally add the selected candidate on-chain so the committee can resume full operations.
The governance action is now open for on-chain voting and requires both SPO and DRep support to be ratified. At the time of writing, the DRep vote is already at 69%, 2% over the 67% supermajority needed for ratification. With the SPOs’ vote at 40% of the stake, it is also approaching the 51% stake required for a majority. Current voting progress and participation can be tracked via the governance explorer.
Once ratified, this action will restore the Constitutional Committee to its minimum operational size, allowing governance actions to continue without restriction.

Cardano Codex 2025 emerged as a highlight of the year
The event aimed to onboard 3,000+ new developers to the ecosystem. With over 300 early registrations, the event demonstrated strong momentum and growing interest from India’s tech community. Hosted by Nucast, an Intersect Enterprise Founding Member and powered by Cardano, Codex blended technical learning with community-driven activities.
More than $10,000 USD in prizes, a Vespr Wallet airdrop, and the Intersect basketball challenge added energy and engagement throughout the hybrid event. Intersect was represented by Abhik Nag (Community Manager) and Udai Solanki (Open Source Developer Advocate), who showcased pathways into governance, open-source development, and broader ecosystem participation.


Codex 2025 reinforced India’s role as a rising blockchain hub and highlighted Intersect’s commitment to supporting builders and expanding the global developer ecosystem.
