Welcome to Intersect update #119
This week, the van Rossem hard fork sits one Constitutional Committee vote away from ratification, with a chance to enact by July 18. The Constitutional Committee election is underway. The committeeMinSize parameter update was ratified, closing out months of cross-committee coordination. Elsewhere, the Beyond Minimum Viable Governance project has delivered its final milestone, Bylaws voting opens next Wednesday, and Intersect represented the ecosystem at WebX Japan and India Codex. van Rossem hard fork update
Stake pool operator (SPO) adoption has been strong to date, with 92% of blocks produced in Epoch 642 made on node version 11 . All readiness metrics for ratification have been met and the only remaining step needed is one CC vote confirming constitutionality for the hard fork governance action to be ratified. The next opportunity for ratification is the epoch boundary on July 13. If ratified then, it would be enacted on July 18.
The ledger prioritizes hard fork ratification above all other actions and will delay anything that ratifies at the same time. Therefore, anything ratifying in its final epoch will expire due to this one-epoch delay.
At the time of writing, voting progress currently stands at:
DRep: 75.36% (60% required)
SPO: 52.43% (51% required)
CC: 4 voted Constitutional, 3 yet to vote (5 votes required)
Voting on the hard fork requires DRep, SPO and Constitutional Committee member votes for ratification. There are various sources for hard fork readiness that voters can use to make an informed decision:

Supporting the Technical Steering Committee
The Intersect Technical Steering Committee (TSC) currently has a treasury withdrawal proposal on-chain for voting. The proposal covers funding for community-facing technical coordination, protocol governance and evolution, and technical reviews. You can read the proposal on GovTool, and see the current vote progress in the governance actions table below. The Hard Fork Working Group operates under the TSC and has been instrumental in coordinating and ensuring the progress of the van Rossem hard fork to date.

Voting in the Constitutional Committee election remains open until July 23 at 21:45 UTC, although the voting portal is currently paused while the Hydra Voting platform is being restored.
Following essential maintenance performed overnight, the Hydra Voting platform is currently experiencing technical issues while services are being brought back online. The team is working to restore the platform as quickly as possible.
No votes have been lost. All voting data remains safe and secure, and another update will be shared as soon as the platform is fully operational.

Supporting Intersect
The Intersect core treasury withdrawal proposal, “Intersect: Governance coordination and technical stewardship for the Cardano ecosystem” is currently live for on-chain voting. The proposal covers funding for Intersect operations and ecosystem coordination, technical stewardship, incident response and coordination (including core Cardano repos), and management of critical processes. Project completion: Beyond Minimum Viable Governance
This week saw the completion of the “Beyond Minimum Viable Governance” project by IOG’s Voltaire team with their submission for “Milestone 4 - Develop Actionable Recommendations for Top Governance Improvements and Deliverables”.
The project closes out having delivered everything it set out to: a governance health measurement framework, comprehensive data collection, a final State of Governance report, a set of prioritized recommendations, concrete first steps taken for each, and a playbook for future projects to build on. This post summarizes what the project found, what it recommends, and what happens next. Cardano 2027 Budget — feedback (5 min)
This week the Budget Committee would like to ask that all DReps and Proposers fill out a brief survey:
There are 27 active governance actions on-chain right now. Including a hard fork initiation, two info actions, and 24 treasury withdrawal actions. Among these, Intersect has facilitated a recently ratified parameter update, a hard fork initiation action and 11 treasury withdrawal actions. Beyond a simple entry on an explorer or a voting option on a governance platform, each of these actions has a tremendous amount of unseen work behind it, shaping ecosystem growth and global engagement.
The committeeMinSize parameter update was ratified this week. The resubmission was a culmination of work between the Civics, Technical Steering, and Parameters committees. Although originally a community-led submission, the resubmission was facilitated by increased coordination to ensure no conflict with other updates. Discussions, metadata drafting, transaction creation, multi-sig signing; all unseen work in the background. Following enactment, there will be an operational buffer between the minimum of five members and the active seven members on-chain. The current Constitutional Committee election process aims to maintain seven operating members by electing four candidates to update the four seats due to expire on-chain later this summer.
The hard fork has progressed through months of work in the Hard Fork Working Group, with Intersect coordinating ecosystem engagement across SPOs, DApps, developers and exchanges. Testing was done across SanchoNet, Preview and Preprod networks before reaching Mainnet. Intersect took the step of forking Ogmios and Kupo to ensure progress on Preprod continued, otherwise progress could have stalled for weeks. It currently stands just one more Constitutional Committee member approval away from being ratified.
Finally, 11 of the current treasury withdrawal proposals were submitted following the Intersect-facilitated Hydra Voting process, allowing community and proposers to discuss and refine proposals ahead of voting. An opportunity otherwise lost with the removal of the Budget Info Action from the Constitution. Budget administration including: proposal metadata drafting, transaction assembling, on-chain and off-chain contracts, stablecoin conversions if chosen, milestone assessments, and much more. Often unseen work in the background, helping the Cardano ecosystem to grow and evolve.
Bylaws voting opens next week
The vote on the proposed Intersect Bylaws update opens on Wednesday, July 15, and will remain open for two weeks.
Eligible members will be able to cast their vote by logging into the Members’ Area, navigating to Voting Events, and selecting Active Voting Events.

Intersect will be represented at India Codex 2026, continuing its commitment to engaging with developers, builders, and the broader Web3 community in India. The event provides an opportunity to showcase Intersect's role in supporting Cardano governance, ecosystem collaboration, and community-driven innovation while connecting with developers interested in contributing to the ecosystem.
Representing Intersect at the event will be Anuj Chaudhary, an elected member of the Membership and Community Committee (MCC). Anuj will engage with attendees, share insights into Intersect's mission and membership opportunities, and help foster stronger connections between the Indian developer community and the Cardano ecosystem.
